Explains the history of the neutron bomb research, testing, and opposition by the Warsaw Pact who feared it might be bad news for their tank superiority. Also explains the effects of radiation and the propaganda on this subject, such as the early criticality accidents in which people's hands were in contact with critical nuclear bomb cores, causing serious and painful nuclear radiation burns. Cohen points out that these effects do not occur with the neutron bomb, because of the burst height which produces lethal neutrons in tanks without close in fallout, significant blast or heat, or enough prompt radiation to cause skin burns.
